Age first licensed with automobile insurance quote?

It is time to renew my auto insurance and I have been shopping around. I have a question about the on the web insurance quote where it asks you “Age first license in the U.S”. Does it mean the time you got your learner’s permit? Or your actual license? Because there is a gap of around 3 years for me between the time I got my learner’s permit and actually license. And that seems to make a huge difference in the premium ( around 200 dollars for half a year ).
